Water fills fine, cycle starts but stays between primary wash & drain & repeats same but sometimes it seems it just resprays the original dirty water; what gives?

My kitchen is old and does not have a good place to build in a dishwasher.

I am looking for a portable dishwasher that is well umm cheap. I hate doing dishes because my skin gets dry from water and I hate wearing gloves because I hate havin things on my hands. I am looking for a cheap portable dishwaser between 50-100 dollars if possible.. any ideas?
